Trans can be a verb if you are forced to transition due to the stigma and hostility towards a gay identity. Yes, that is inherently problematic and should be addressed, but it does not get around the practical lived reality of some people. It does make them legally trans within their countries, something which again needs to be accounted for.

Cultual context is also important, as there are trans people who perceive and understand themselves to be trans rather than simply transitioning, which in turn complicated any clear cut narrative.
